1. The Standing Committee on R&D (SCRD) shall identify and pnontize important strategic areas of Research and Development including inter sector research projects, which are to be considered for implementation under the three Research schemes namely, In-house R&D (IHRD), Research Scheme on Power (RSoP) and R&D under NPP.
2. The Standing. Committee on R&D shall also identify leading Researchers and Domain
Experts in diverse areas of Power Sector and engage them in the Research Schemes.
3. The Standing Committee on R&D shall approve and recommend Research Projects with outlay above Rs.50 lakh under In-house R&D, Research Scheme on Power and R&D under NPP schemes to Ministry of Power for release of grant-in-aid.
4. The Standing Committee shall also identify:
a) Need for basic and the applied Research and Development for the Power Sector.
b) Evolve at national and organizational levels, the Research and Development plans for the nation. The Committee shall endeavor to define desirable limits for the expenditure and prioritise Research and Development plans.
c) Evolve mechanism to channelize the outcome of research for the benefit of Power
Sector and to improve operational efficiency of the Indian Power Sector.
5. The projects approved by Standing Committee on R&D rriay be forwarded by CPRI directly to Ministry of Power for funding. The existing Working Committee on Research, the Expert Committee on Research Scheme on Power, Task Force under Chief Engineers of CEA for Research and Development projects under NPP and the Expert Committee under Standing Committee on Research and Development for projects under NPP and the present practice of ratification of approved projects by Standing Committee of CPRI is withdrawn.
6. The mechanism for inviting, screening and monitoring of progress of Research and
Development Proposals / projects under the three schemes will be streamlined as per the recommendations contained Report of the Expert Committee on R&D in Power Sector which
I was approved by the Governing Council of CPR I in its 76th meeting held on 29th August 2014.
7. Necessary Secretarial assistance to the Committee would be provided by the Central
Power Research Institute under the Research Grant provided to CPRI.
8. The Committee shall make recommendations from time to time for optimum utilization of infrastructure and release of funds for Research and Development.
9. The Standing Committee on Research and Development shall meet at least once in six months to consider the Research and Development proposals approved by Technical Committee and to review the progress of Research projects.
